Global alert for Dubai murder suspects issued by INTERPOL

LYON, France – Dubai police's request for INTERPOL's assistance and the issuance of Red Notices, or international wanted persons' notices, for seven men in connection with the murder of a Russian businessman in March, has been welcomed by the Secretary General as an important step in co-operation against transnational crime and public safety.

The seven men, all Russian nationals, are wanted in relation to the killing of Suleyman Yamadaev who was shot in Dubai on March 28. The decision by Dubai police to request and publicise the Red Notices means that identifying information of the wanted men can now be circulated to each of INTERPOL's 187 member countries, enabling law enforcement worldwide to follow up on any potential leads.

The request for INTERPOL to issue Red Notices followed a meeting between Secretary General Ronald K. Noble and Chief of Dubai Police, Lieutenant General Dhahi Khalfan Tamim during which a range of issues to enhance co-operation were discussed.

"Our request for INTERPOL to publish Red Notices for these men is an essential part of our investigation into this shooting and underlines our commitment to find these men and bring them to justice, "said Lieutenant General Tamim.

Many INTERPOL member countries view a Red Notice as a legal basis for arrest or detention. INTERPOL National Central Bureaus can also add this information into their national law enforcement databases and border lookout systems.

"These men are accused of plotting and carrying out a murder in the United Arab Emirates, and circulating their details worldwide on INTERPOL Red Notices means that other countries are fully informed and can take any appropriate measures within their own laws to detain or arrest the individuals and therefore protect their own citizens," said INTERPOL Secretary General Ronald K. Noble.

"Dubai police's request to INTERPOL for Red Notices to be issued is a clear example of how national law enforcement can benefit from using INTERPOL's tools, especially in tracing and arresting fugitives anywhere in the world."

It was also agreed during the meeting between Secretary General Noble and Lieutenant General Tamim that Dubai police would second an officer to the INTERPOL General Secretariat headquarters in France.

"Dubai police's decision to second an officer to Lyon is an important one and further underlines their commitment to international policing," said Mr Noble. "The arrival of an officer from Dubai combined with our close collaboration with the INTERPOL National Central Bureau in Abu Dhabi is also extremely positive in terms of the safety for all citizens of the United Arab Emirates.

INTERPOL is the world's largest international police organization, operating 24 hours a day, seven days a week in all four official languages, Arabic, English, French and Spanish, with more than 80 nationalities represented at the General Secretariat headquarters.
